Borehole Registration Process – Clarification from Zion Integrated Investment
In line with the Water Resources Management Act 13 of 2011, which was enacted on 29 August 2023, Zion Integrated Investment CC is committed to supporting farmers with the necessary steps for borehole registration across Namibia. Below is a clear outline of the key documents required for compliance:
WA03 – Application for License to Abstract and Use Water: This form must be completed for boreholes not used for domestic purposes. According to the Ministry of Agriculture, Water, and Land Reform, if water is used for commercial livestock, it no longer falls under “domestic use.” While the definition of “domestic” is still under review, this distinction must be noted by farmers.
WA04 – Application for Borehole License: This form is required for the registration of all boreholes, ensuring they are legally recognized.
Borehole Data Collection Sheet: The Ministry has circulated this form to collect data on all boreholes located on farms. This sheet helps ensure the Ministry maintains accurate records and provides landowners with a comprehensive view of their boreholes.
Borehole Completion Report: This report only applies to newly registered boreholes. Existing boreholes that have already been registered are exempt from this requirement.
Data Request – Geohydrology: If a landowner is uncertain whether a borehole has been registered or lacks a registration number, this form must be completed and submitted to the Ministry. The Ministry will then confirm the registration status.
All borehole registrations must be submitted by the end of February 2025. Zion Integrated Investment CC advises farmers to register their boreholes as early as possible to avoid last-minute delays.
